Congressman Rick Boucher was first elected to the U.S. House of Representatives in 1982 and is serving his 13th term representing Virginia’s Ninth Congressional District.

In Congress he serves as a member of both the House Energy and Commerce Committee and the House Judiciary Committee. As a senior member of the Energy and Commerce Committee, he serves on three subcommittees - Telecommunications and the Internet, Commerce, Trade, and Consumer Protection, and Energy and Air Quality, of which he is the Chairman. As a senior member of the Judiciary Committee, he serves on the Courts, the Internet and Intellectual Property Subcommittee.

He is recognized as a national leader in the development of federal policy in the area of telecommunications, information technology and the Internet. He was an original founder of the House Internet Caucus in 1996 and currently serves as the Co-Chairman of the more than 180 member group.

Rick’s Showcasing Southwest Virginia Program has brought more than 4,500 technology related jobs to Southwest Virginia in recent years, with the location of EchoStar in Christiansburg, Verizon in Wise, Cingular in Lebanon and The Results Companies in Duffield and Pennington Gap.

Congressman Boucher earned his bachelor’s degree from Roanoke College and his law degree from the University of Virginia’s School of Law. He has practiced law on Wall Street in New York and in Virginia. Before being elected to Congress, he served for seven years in the Senate of Virginia. He is a native of Abingdon, Virginia, and is married to Amy Boucher.
